At this time, you cannot create a Meebo ID using the Android app, but you can create one quickly, easily, and for free at meebo.com.
Yes, you can add accounts on as many networks as you like on the accounts screen, and then you can see and chat with all of your friends on all the accounts you have added.
At this time, you will need to go to meebo.com to connect accounts to your Meebo ID, as described in Managing IM Networks.
